Resiliency Planning and Design

The Goldstein Partnership has helped cities and towns along the Atlantic Coast and Hudson River become more resilient in the face of extreme weather events, flooding, and anticipated sea level rise.

We provide services in two ways:
1) as contributing members of Engineer-led teams, and
2) as direct advisors to local governments.

As members of Engineer-led teams: Our Architects and Planners advise cities on innovative planning and design measures that coordinate with and support Resiliency and Adaptation Master Plans. We devise recommendations that help maintain or improve community character, vibrancy, and scale in the face of large-scale engineered mitigation solutions; support economic growth; and guide future real estate development. At the same time our work supports efforts to reduce the causes of climate change.

To meet these goals and incentivize their adoption, we incorporate resiliency best practices into recommendations that amend and/or address:

• Land Development Ordinances
• Redevelopment Plans
• Construction and Rehabilitation Codes
• Historic building guidelines
• Accessibility standards
• Emergency evacuation requirements
• Architectural Design Guidelines
• Short- and Long-Term Capital Improvement Plans
• Development Applications
• Green Infrastructure
• Emergency Management

As direct advisors to local governments: We provide design and planning services that make vulnerable Government buildings resilient. Our projects include new buildings, and existing buildings which have been or could be damaged. Governments rely on us to:

• Devise innovative ways to gain FEMA and DEP approvals for sites
where Base Flood Elevations would otherwise render a project technically infeasible.
• Work with FEMA to help maximize reimbursement.
• Create Capital Management plans for elected officials that inventory and assess built assets,
prioritize projects over short- and long-terms, and provide implementation costs.
• Apply our significant experience designing LEED-certified and energy-reducing strategies.
• Provide additional technical solutions to support resilient construction
  and minimize anticipated damage uninterrupted.
• Assure that designated buildings can support the Emergency operations upon which their communities rely.
